If a consumer has a complaint against a service provider like Airtel and Airtel promises a refund but fails to actually refund the amount, what action can he / she take?

The Consumer can take his complaint to the district forum, state forum or national forum as per the Consumer Protection Act 1986 if the company fails to refund the money since it would come within the ambit of unfair trade practice as per section 2(r) of the Act.
